Lieutenant General Cheng Chen-Hsiang, Commander of the Military Police Command, presided over the “Briefing Session on the Security Operations Plan for the 2026 National Day Event Series” yesterday. He instructed officers at all levels to assess risks based on the nature of their missions, utilizing existing personnel, equipment, and communication mechanisms to enhance vigilance, emergency response, and support capabilities. Commander Cheng stated that in response to emerging threats such as drones, as well as risks associated with on-site pedestrian and vehicle traffic and blind spots in the operational area, the principle of “anticipating the worst and preparing for the best” should be followed. This involves conducting on-site reconnaissance, tabletop exercises, and rehearsals to proactively identify threats and flexibly adjust response measures, thereby ensuring the smooth execution of missions.
Commander Cheng emphasized that when carrying out security operations in a democratic society, while balancing the principle of proportionality and the rights of the public, commanders at all levels must also ensure that operations comply with legal authority, division of responsibilities, and reporting procedures. He also required all units to work with the police and responsible agencies to confirm in advance matters such as the division of responsibilities, reporting levels, support methods, and shift handoffs. Through joint drills and on-site inspections, coordination and communication should be strengthened to ensure a smooth transition between tasks and avoid vulnerabilities in security operations.
Finally, Commander Cheng urged officers at all levels to implement tiered accountability and risk management. He emphasized that supervisory teams must not only maintain an overview of the overall operational situation but also promptly identify issues, provide support, and assist frontline personnel in carrying out their duties. All personnel should work together in unity, strictly adhere to operational discipline, and actively respond to emergencies to ensure that security operations for the National Day events are carried out smoothly and thoroughly.
