Lieutenant General Cheng-Chen-Hsiang, Commander of Military Police Command, recently presided over the combat training and preparation meeting, which was attended by senior military officers, division (section) chiefs, leaders of first-level units, and all battalion (team) captains.The meeting began with a report on the prevention of enemy espionage infiltration, reaffirming the National Armed Forces' “Justice Project” regulations and the CCP's infiltration tactics, and explaining six measures to strengthen the overall defense by improving the personnel inspection mechanism. Commander Cheng emphasized that intelligence units and officers who could proactively detect anomalies and report back immediately should be given more recognition. He also pointed out that “there is always someone with ulterior motives or an enemy near you”, stressing that officers and soldiers should strengthen their risk awareness, build up a security consensus, implement a reporting mechanism, strictly prevent enemy spies from infiltrating and collecting intelligence, and carry out the principle of “investigating suspicious cases thoroughly and reporting problems immediately”, thus ensuring the purity and safety of the troops.
Following the reports on operational management at all levels, Commander Cheng gave some guidance in which he highlighted that the core purpose of the meeting was to “carry out the mission”, and that this should also be a responsibility shared by all cadres. Officers at all levels should familiarize themselves with the annual training and testing model of their garrisons (bases), set clear training objectives, and properly plan courses and schedules, allowing officers and soldiers to clearly understand the meaning of training, fostering team consensus, and improving the effectiveness of combat training.
Regarding recruitment, Commander Cheng further explained that cadres at all levels should examine and analyze recruitment priorities according to the manpower needs of the troops, and apply effective methods to manage and increase the staffing ratio to enhance the basic combat strength of the troops. Finally, Commander Cheng urged all cadres to take “psychological counseling” and “internal management” as the core of unit operations, uphold the principles of “proactiveness without waiting”, “benefits to the unit”, and “caring for the subordinates”, and to show compassion and care for the officers and soldiers, thus leading the troops to pursue progressive development, strengthening honor, unity, and responsibility, and fostering cohesion, with the aim of ensuring the stability of the troops and building a solid combat force with concerted efforts.
