Lieutenant General Cheng Chen-Hsiang, Commander of the Military Command, presided over the combat training and preparation meeting yesterday. He emphasized that commanding officers of all ranks, who are responsible for the duties conferred by the state, should lead by example in performing their functions, provide officers and soldiers with a “reasonable and orderly” working environment, enhance risk management, and carry out tasks in accordance with the procedures, steps, and principles, thus avoiding exposing officers and soldiers to dangers, which is the best way to take care of and train officers and soldiers.
Commander Cheng said that all units should uphold the principles of “the right person for the right job” and “tiered responsibility” in their management, and that every cadre should have a good understanding of all matters in the camp and their area of responsibility, utilizing management by walking around to guide the troops and care about the living conditions of the officers and soldiers, thus fostering unity and cohesion. He also pointed out that effective organizational management is necessary to achieve unity of purpose and accomplish various tasks.
In addition, there have been many recent national security cases in which the Chinese Communist Party (CCP) has been spying on and collecting intelligence through social media websites of various units or officers and soldiers, as well as deliberately targeting officers and soldiers who have financial difficulties. In particular, Commander Cheng reminded that cadres at all levels should know their officers and soldiers well, thoroughly implement the rules for promoting patriotic concepts and the proper use of personal social media, educate them to make detailed inquiries about suspicious matters, thereby constructing an impenetrable line of defense for the troops and ensuring the safety of personnel and the purity of each unit.
